I found a crazy glue that says it works on rubber.

Contact Cement. Looks like Rubber Cement but much stronger. Usually
the more toxic substance warnings on the label the better the cement.
DAP Weldwood is good and available in most hardware type stores.

Read and follow the directions - particularly the part about using in
a well ventilated area.

that sells Avon or any other boat made with Hypalon you can find
several two part glues. I use "Bostic" for any repairs I make and have
had great success with it. You will find that it is a little pricey
for stamps as compared to other glues, but you asked for the best. I
have made boat repairs with it on two Middle Fork of the Salmon river
trips as well as one Grand Canyon trip. All of the repairs were made
several years ago and have not needed any redo.
Preparation is critical and the boat store can tell you how to prepare
surfaces.
